So the 14.15 from Heywood could be top'n'tailed then?

Method of ops mentions

44871 + 45407 + POB running as 5Z38, are arriving from Carnforth. Booked arrival at Hopwood GF is 14:03. They can run to Bury when a suitable path is available.

Thus potentially, or given its a blue timetable they could wait for the 3rd path and run down on their own

But can they be accepted onto ELR track without possession of the Token?

No, the ro or other appointed would have to collect the token from Bury south on arrival of the incoming train from heywood, and then either use a loco as taxi or more probably go up by car to operate Hopwood gf with said token and sort out green lane crossing.
Depends on who/what is available, and arrival times etc, currently quite a bit early........
